Dr. Pranav Desai throws light on Flaws of Disability Bill 2013

The Disability Bill 2013 approved by the cabinet is a farce as it is discriminatory and does not address the problems of the disabled. In an interview with NWR Live Dr. Pranav Desai, anchor of the group “Empowering The Specially-Abled” on the India 272 platform talked about the flaws of the bill.

The group had sought comments to Analyse the draft for the new law replacing the “Persons with Disability, 1995 and had received huge response from the people. Dr. Desai said that there have been no changes for the disabled people and they still face difficulty in using public transport and even banking.

Pointing at the flaws of the current bill he said that a fine of Rs. 50,000 was too low as fine amount for the building not complying to the set standards to make it user friendly for disabled.

Further he said 40% disability is set as benchmark and it was also not practical. Dr. Desai said that 20% plus disability should be used as criteria for a person to be able to avail benefit of reservation in educational institutions and jobs.

It is worth noting that disabled constitute 2% of our population. The Bill is so far moved away from the reality that even the professors of NALSAR University who was selected to draft the bill disassociated themselves from the approved bill.
